Allows school bus driver permit applicants unable to submit fingerprints due to a condition that removed their fingerprints to undergo a non-fingerprint based criminal background check instead.

Non-fingerprint based criminal background checks use the Illinois State Police's computerized criminal history records searched by name, sex, race, and date of birth of the applicant.

Updates existing fingerprinting requirements throughout Section 6-106.1 of the Illinois Vehicle Code to include references to non-fingerprint based background check procedures as alternatives.

Makes conforming changes to provisions regarding permit renewal, employer certification, provisional permits, and suspension procedures to accommodate applicants using non-fingerprint based background investigations.
