Amends the County Jail Act to add Article 115 of the Code of Criminal Procedure as an authorization for wardens to transfer felony prisoners to Mental Health or Developmental Disabilities facilities.

Requires wardens to supply the Department of Human Services with legally available information when transferring criminal detainees, as described in administrative code 20 Ill. Adm. Code 701.60(f).

Mandates wardens include 14 specific categories of information with transferred detainees, including sentence imposed, presentence reports, sex offender evaluations, substance abuse assessments, jail credit certification, medical/mental health records, and victim impact statements.

Requires State's Attorney to provide a statement of facts within 10 days if unavailable at time of transfer, detailing offense circumstances and relevant information about the detainee's habits, associates, and disposition.

Requires mittimus or sentence order to include criminal case number, offense citations, judge's name, sentence date, concurrent or consecutive designation, custody days, and any pre-trial program sentence credit calculations using a 0.5 factor.
