Amends Illinois Vehicle Code Section 3-682 to require Illinois Police Association license plate funds be allocated with at least 10% for death benefits to families of police officers killed in the line of duty.

Requires at least 10% of Illinois Police Association Fund revenues be used for scholarships for graduate or undergraduate study for children and spouses of police officers killed in the line of duty.

Allocates remainder of Illinois Police Association Fund revenues for operational costs of the Illinois Police Association.

Charges $25 fee for original issuance of special plates ($10 to Illinois Police Association Fund, $15 to Secretary of State Special License Plate Fund) and $25 renewal fee ($23 to Illinois Police Association Fund, $2 to Secretary of State fund).

Takes effect immediately upon becoming law, with fund allocation changes applying to all money in the fund as of the effective date.
