Transfers administration of the Individual Care Grant program from the Department of Human Services to the Department of Healthcare and Family Services, with transition to be completed within 6 months.

Requires screening and assessment of children prior to Medicaid-funded inpatient psychiatric hospital admission, including determination of appropriateness and availability of outpatient support services.

Authorizes the Department of Healthcare and Family Services to supplement family payments for intensive community-based services or residential placement for children with mental illness when no appropriate state-operated facility care is available.

Establishes that the Department of Healthcare and Family Services shall secure federal financial participation for Individual Care Grant expenditures under the Medicaid optional service authorized by federal Social Security Act Section 1905(h).

Transfers all Department of Human Services personnel, appropriations, records, and contracts related to the Individual Care Grant program to the Department of Healthcare and Family Services, with employee rights and benefits preserved.
