Creates the Health Care Cost Estimate Act to require medical facilities to provide cost estimates to outpatient patients before discharge.

Requires medical facilities to provide patients with an estimate of their out-of-pocket costs for outpatient services received.

Requires medical facilities to provide an estimate of the amount covered by the patient's insurance policy, if applicable.

Defines "medical facility" as any public or private facility providing outpatient preventive, diagnostic, therapeutic, convalescent, rehabilitation, or mental health services.

Defines "outpatient services" as preventive, diagnostic, therapeutic, convalescent, rehabilitation, or mental health services provided on an outpatient basis.
