Creates the Expressway Ramp Camera Placement Act requiring the Illinois Department of Transportation to study accidents involving vehicles driving the wrong direction onto expressway or freeway access ramps.

Requires the Department's report to include the frequency of wrong-way access ramp accidents, a listing of access ramps with the highest accident rates, and recommendations for camera placement on high-incident ramps.

Mandates the Department submit its report and recommendations to the General Assembly on or before January 1, 2016.

Requires installation of cameras on access ramps with the highest accident rates; cameras must record video and audio, and be accompanied by a sound or siren to warn oncoming traffic of wrong-way vehicles.

Repeals the study provision on January 1, 2017, and takes effect immediately upon becoming law.
