Gasoline and service stations offering both self-service and full-service islands must dispense fuel upon request for drivers with disabilities displaying specific registration plates or disabled veteran plates, charging self-service prices only.

Stations must provide refueling assistance to individuals with disabilities upon request, except when operating remotely with a single employee, and must display at least one ADA-compliant fuel dispenser or post a direct telephone number for assistance requests by January 1, 2014.

Refueling assistance must be provided at no charge beyond the self-serve price, and signage must be prominently displayed and clearly visible to customers.

The Secretary of State must publicize refueling assistance availability through website posting and brochures; the Department of Agriculture must maintain a list of gas stations on its website; and the Department of Human Services must post information with links to this list.

Violations of the Act result in a $250 administrative fine per violation, enforced by the Illinois Department of Agriculture Bureau of Weights and Measures, with collected funds deposited into the Motor Fuel and Petroleum Standards Fund.
