Amends the Compensation Review Act by adding Section 6.3 to prohibit cost-of-living adjustments (COLAs) for the fiscal year beginning July 1, 2015.

Applies the COLA freeze to General Assembly members, State's attorneys (excluding county supplements), elected constitutional executive officers, and appointed State government officials whose compensation was previously recommended or determined by the Compensation Review Board.

Prohibits these positions from receiving any compensation increases that would otherwise apply based on cost-of-living adjustments authorized by Senate Joint Resolution 192 of the 86th General Assembly.

Takes effect immediately upon becoming law.
