Amends Section 26-8 of the School Code to remove criminal complaint provisions and instead require community service (20-40 hours over 90 days) for truant students upon determination by regional superintendent, with truancy mediation and graduation incentive programs as alternatives.

Modifies Section 26-10 to eliminate criminal penalties (Class C misdemeanor, imprisonment, and fines up to $500) for parents knowingly permitting truancy, replacing them with mandatory parent education courses, family counseling, or other support services as agreed upon by parents and school board.

Updates Section 26-13 to require school districts to identify supportive services and resources available to truants, chronic truants, and persons having custody or control of these children in their absenteeism and truancy policies.

Corrects spelling of "wilfully" to "willfully" throughout affected sections.

Maintains provisions for filing truancy petitions under the Juvenile Court Act of 1987 when truancy persists and the child is beyond parental control.
