Amends Section 50-22 of the State Budget Law to remove references to General Assembly members from provisions concerning funding for salaries and legislative operations.

Requires aggregate appropriations for judges' salaries from all state funds to be no less than the previous fiscal year's level, beginning July 1, 2014.

Requires aggregate appropriations for legislative operations to be no less than the previous fiscal year's level, beginning July 1, 2014, with "legislative operations" defined to include the Auditor General, House, Senate, Legislative Ethics Commission, Legislative Inspector General, and related support agencies.

Establishes a continuing appropriation mechanism if aggregate appropriations are insufficient to meet required funding levels, though the General Assembly may appropriate lesser amounts by law.

Takes effect immediately upon becoming law.
