• Adds Section 1-13 to the Barber, Cosmetology, Esthetics, Hair Braiding, and Nail Technology Act of 1985 providing civil and criminal liability protection for licensed professionals and their employers who act in good faith regarding potential domestic violence or sexual assault information obtained during employment.

• Requires one hour of domestic violence and sexual assault awareness education as mandatory continuing education for initial license renewals for cosmetologists, estheticians, nail technicians, and hair braiders.

• Allows one hour of domestic violence and sexual assault awareness education as optional continuing education for all subsequent license renewals for cosmetologists, estheticians, nail technicians, and hair braiders.

• Permits the Department to approve continuing education providers for the domestic violence and sexual assault awareness courses and to prescribe rules regarding course and teacher requirements.

• Authorizes the Department to waive the domestic violence and sexual assault awareness education requirement under specified circumstances including geographic location, financial hardship, military service, or incapacity due to illness.
