HB4310 Summary

• Amends the State Employees Group Insurance Act of 1971 to modify premium caps for Teachers' Retirement System (TRS) benefit recipients' health insurance coverage.

• For Fiscal Year 2017, caps premiums at 90% of the prior year's rate (reduced from 105%) for TRS recipients age 65 or older who are not Medicare primary, are Illinois residents, and select major medical coverage when managed care is available.

• Maintains the standard 105% premium increase cap for Fiscal Year 2016 and thereafter for all other eligible TRS recipients and dependent beneficiaries.

• Takes effect immediately upon becoming law.
