Changes the City Colleges of Chicago (Community College District No. 508) board from a 7-member appointed board to a 21-member elected board, with the transition occurring on March 21, 2018.

Divides the City of Chicago into 20 trustee districts, each electing one board member, plus one member elected at-large to serve as board president; all members serve 4-year terms except the initial 2018 class serving 5-year terms.

Establishes election procedures including nomination petition requirements, candidate qualifications, ballot lottery procedures for simultaneous filings, and conflict-of-interest restrictions prohibiting board members from holding contracts with the college district.

Allows vacant positions to be filled by remaining board members, or by the State Board chairman if vacancy unfilled within 60 days; appointed replacements serve until successor elected.

Requires the General Assembly to reapportion the 20 trustee districts following each decennial census to maintain compact, contiguous, and substantially equal population districts.
