Amends Illinois Vehicle Code Section 3-661 to allow Illinois Route 66 special license plates to be issued for motorcycles with engines over 150cc, in addition to passenger vehicles and certain motor vehicles.

Charges a $40 fee for original plate issuance ($25 to Illinois Route 66 Heritage Project Fund, $15 to Secretary of State Special License Plate Fund) plus a $27 renewal fee ($25 to Heritage Project Fund, $2 to Special License Plate Fund).

Illinois Route 66 Heritage Project Fund moneys are designated for tourism development, education, interpretation, preservation, and promotion of former U.S. Route 66 in Illinois.

Plates are not required to display "Land of Lincoln" and may be issued as vanity or personalized plates at the Secretary's discretion.

Plates expire according to the multi-year registration procedure established in Section 3-414.1 of the Illinois Vehicle Code.
