IL HB4330

Establishes the State Seal of Biliteracy program beginning with the 2014-2015 school year to recognize public high school graduates who achieve high proficiency in one or more languages in addition to English.

Defines "foreign language" to include modern languages, Latin, American Sign Language, Native American languages, and native languages.

Requires the State Board of Education to adopt rules establishing criteria for earning the seal, which may include units of credit in English language arts and foreign languages plus passage of approved proficiency assessments.

Mandates public universities accept the State Seal of Biliteracy as equivalent to 2 years of foreign language coursework for admissions purposes.

Requires public community colleges and universities to establish criteria to award foreign language course credit to students with the seal upon request, provided the request is made within 3 academic years of high school graduation.
