Amends the Illinois Local Library Act to remove the requirement that library boards submit financial requirements and tax levy recommendations as part of their annual fiscal year report.

Requires municipal library boards to submit financial requirements and tax levy recommendations separately to the city/village council and Illinois State Library at least 60 days before the tax levy must be certified under the Property Tax Code.

Maintains existing annual reporting requirements including itemized statements of funds received and expended, books and periodicals available, property acquisitions, library service extensions, fund accumulations, and outstanding liabilities.

Preserves requirement for township library boards to submit appropriation and levy determinations to the Board of Township Trustees under the Illinois Municipal Budget Law.

Takes effect upon becoming law.
