Establishes the "Heroes Way Designation Program" to honor Illinois residents killed in action while serving in the United States Armed Forces, including National Guard and military reserve components.

Allows relatives within the second degree of relationship (by marriage, adoption, or consanguinity) to apply for honorary sign designations on interstate or state-numbered highway interchanges, bridges, or highway segments under Illinois Department of Transportation jurisdiction.

Requires applicants to submit a form with the deceased service member's name listed on the National Gold Star Family Registry, certification of relationship, and sponsorship from a current General Assembly member.

Applicants must pay a fee determined by the Department Secretary to cover construction and maintenance costs for two signs per designation, with fees deposited into the State Road Fund.

Prohibits designating roads with existing names and limits each service member to one designation under this program.
