• Converts the Illinois Lottery's Internet pilot program for selling lottery tickets online into a permanent program by removing the word "pilot" throughout the statute.

• Allows individuals 18 years of age or older to purchase lottery tickets or shares on the Internet, with all transactions restricted to Illinois and subject to Department of Lottery rules.

• Requires the Department to submit the Internet sales plan to the U.S. Department of Justice for review before implementation and to proceed only if Justice Department does not object within a reasonable timeframe.

• Eliminates the Internet Lottery Study Committee and all provisions requiring the Department to study the program's impact on lottery retailers, stored value cards, and other related economic issues.

• Takes effect immediately upon becoming law.
