Amends the School Code to incorporate a specific neurobiological definition of dyslexia in both general education and special education, characterizing it as a learning disability affecting word recognition, spelling, and decoding abilities due to phonological deficits.

Requires the State Board of Education to establish an advisory group to develop training modules for teachers, school administrators, and education professionals on multi-sensory, systematic, and sequential reading instruction.

Advisory group must complete its work by December 15, 2015, and is automatically abolished on that date.

Funding is contingent on specific state appropriation or availability of private donations.
