HB4362 Summary

• State Board of Education must establish academic standards for state assessments with public participation and local input opportunities.

• Annual state assessments required for grades 3-8 in English language arts and mathematics beginning 2014-2015 school year, and in science at specified grade levels beginning 2017-2018 school year.

• State Board must conduct competitive procurement to contract with at least 2 college entrance exam vendors and offer separate contracts to all qualified bidders; school districts must administer one of the 2 exams to all eligible students during a regular school day, with the state paying for base product.

• Students eligible for alternative state assessments may still choose to take the regular assessment with college and career ready determination if accommodations are provided.

• State Superintendent must appoint a committee of up to 21 members to review state assessments on ongoing basis and make recommendations regarding content, cost, results, and other assessment issues.
