Illinois Department of Veterans' Affairs shall advise the Secretary of State on acceptable forms of proof of veteran status for identification cards and driver's licenses, replacing the previous rule-making authority of the Secretary.

Removes the "active duty" requirement from the definition of "veteran" for identification card and driver's license purposes, allowing persons who served in the armed forces and received honorable discharge to qualify.

Expands the definition of "armed forces" to include members of reserve components or National Guard units regardless of whether they were called to active duty.

Requires the Secretary of State to inquire about veteran status beginning on or before July 1, 2015, for all original and renewal identification card and driver's license applications.

The Illinois Department of Veterans' Affairs must confirm applicants' status as honorably discharged veterans before the Secretary may issue identification cards or driver's licenses with veteran designations.
