Repeals Section 2310-685 of the Department of Public Health Powers and Duties Law.

Requires hospitals with more than 100 beds to report annual capital expenditures exceeding $200,000 (adjusted annually for inflation) to the State Board.

Mandates hospitals report spending goals and actual spending on female-owned, minority-owned, veteran-owned, and small business enterprises as a percentage of total capital expenditures.

Requires hospitals to include in annual reports their supplier diversity plans, vendor contact information, recognized certifications, challenges in finding quality vendors, and success stories.

Directs the Department of Central Management Services to hold annual public workshops on supplier diversity starting in 2017 and requires the Health Facilities and Services Review Board to publish hospital supplier diversity information on its website.
