Establishes legislative intent that students should maximize learning time and that existing standardized tests provide sufficient data, making additional PARCC testing redundant and unnecessary.

Requires State Board of Education to annually assess students in grades 3-8 in English language arts and mathematics beginning 2014-2015 school year, and in science at one grade each in grades 3-5, 6-8, and 9-12 beginning 2017-2018 school year.

Limits secondary education program assessments to no more than 3 tests in English language arts and mathematics during existing PARCC contracts, with one assessment including a college and career ready determination accepted by Illinois public higher education institutions.

Mandates State Board transition to separate ACT and SAT contracts after PARCC contracts expire, allowing each school district to choose between the two examinations, with state funding required for one exam per student.

Prohibits State Board from administering assessments in subjects not required by this Section and establishes a review committee of up to 21 members to oversee assessment content, design, costs, and results.
