• Amends Illinois Pension Code articles covering IMRF, Cook County, State Employees, State Universities, Downstate Teachers, and Chicago Teachers pension systems

• Prohibits payments for unused sick or vacation time from being counted toward pensionable earnings and salary calculations for employees who first become participants on or after the bill's effective date

• Prohibits unused sick or vacation time from being used to establish service credit for new participants (those becoming employees after the effective date)
