IL HB4400

Amends perjury law to allow indictments for perjury to allege contradictory sworn statements without specifying which statement is false, provided both statements are material and made within the statute of limitations.

Adds a defense to perjury charges that the defendant believed each declaration to be true at the time it was made.

Requires that both contradictory statements be material to the issue in question and made within the applicable statute of limitations period for prosecution.

Maintains existing exemption for peace officers using false or fictitious names in criminal law enforcement when approved in writing, except in judicial proceedings where identity is material to the case.

Takes effect immediately upon becoming law.
