Adds a new category of families eligible for child care assistance: families that are income-eligible, not TANF recipients, and need child care to participate in education and training activities.

Allocates $7,500,000 annually for a test program providing child care assistance to non-TANF families who are income-eligible and need assistance to participate in education and training activities.

Establishes that the Department of Human Services shall not give preference to any category of recipients or base eligibility on receipt of other benefits under the Public Aid Code.

Sets income eligibility thresholds at no less than 50% of state median income through fiscal year 2007, and no less than 185% of federal poverty level beginning in fiscal year 2008, based on family size.

Takes effect immediately upon becoming law.
