Amends Section 13A-8 of the Illinois School Code to change how alternative school programs receive state funding.

Each alternative school program receives a base $30,000 plus additional funds based on the ratio of the region's or Chicago's last 3 years' average daily attendance in grades 6-12 served by the program to statewide totals.

Removes the previous calculation method that used the best 3 months' average daily attendance in pre-kindergarten through 12th grade and included adjustments for low-income student populations.

Allows the State Board of Education to retain up to 1.1% of appropriations for technical assistance, professional development, and program evaluations.
