Beginning October 1, 2016, establishes a minimum monthly personal needs allowance of 15% of the individual's previous calendar year Supplemental Security Income (SSI) for medical assistance recipients residing in Community-Integrated Living Arrangements facilities enrolled in the Home and Community-Based Services Waiver Program for adults with developmental disabilities.

Applies the same 15% SSI-based personal needs allowance to individuals residing in facilities licensed under the ID/DD Community Care Act who are eligible for medical assistance under the Illinois Public Aid Code, effective October 1, 2016.

Requires the personal needs allowance calculation to be applied for each state fiscal year beginning after October 1, 2016.

Takes effect immediately upon becoming law.
