Increases craft distiller manufacturing limit from 30,000-35,000 gallons annually to a flat 100,000 gallons per year.

Creates new "craft distiller tasting permit" license allowing craft distillers to conduct on-site sampling of up to 3 samples (1/4 ounce each) of distilled spirits per consumer per day.

Establishes license fee of $25 for craft distiller tasting permits and requires applicants to provide dram shop liability insurance and local authority approval.

Modifies product sampling rules to permit craft distiller tasting permit licensees to sample spirits at designated premises, with sampled spirits prohibited from being sold or resold.
