IL HB4517

Amends the Civil Administrative Code to modify State Board of Health duties, including requirement to deliver State Health Improvement Plans to the Governor on January 1, 2006, 2009, 2016, and every 5 years thereafter, with plans to address health disparities and prevention strategies.

Establishes a SHIP Implementation Coordination Council appointed by the Governor to coordinate implementation of State Health Improvement Plans across public, private, and voluntary sector stakeholders, without authority to direct entities to take specific actions.

Eliminates references to the "Center for Comprehensive Health Planning" and its Comprehensive Health Plan throughout the Illinois Health Facilities Planning Act, removing coordination requirements with that center.

Modifies the Health Facilities and Services Review Board to consist of 9 voting members with specific expertise requirements, conflict of interest provisions, and increased transparency through public reporting of fees, fines, settlements, and application status.

Repeals Section 2310-217 of the Department of Public Health Powers and Duties Law related to comprehensive health planning.
