Amends the Illinois Public Aid Code to add clinical social workers to the list of licensed practitioners whose services may be covered under medical assistance.

Requires the Department of Healthcare and Family Services to adopt rules within 90 days of the effective date to define the legally authorized services of licensed clinical social workers.

Maintains existing restrictions prohibiting coverage for physicians convicted of performing abortion procedures on women who were not pregnant.

Allows unlicensed persons engaged in treatment or care of the sick to continue providing services if they are not required to be licensed under state law.
