• Removes the Illinois Building Commission's role in energy efficient building standards disputes and instead subjects final Department decisions to review under the Administrative Review Law.

• Maintains existing home rule restrictions on local energy efficient building standards for residential and commercial buildings, with exceptions for municipalities over 1,000,000 in population and certain jurisdictions that adopted stricter codes prior to May 15, 2009.
