Amends the Adult Protective Services Act to allow State's Attorney's offices, in addition to law enforcement agencies, to access confidential abuse and neglect records during investigations.

Maintains protections for reporter identity while authorizing access to records for specified individuals and entities including Department staff, healthcare providers, guardians, courts, and law enforcement.

Permits provider agencies to share lists of eligible adults at imminent risk of abuse, neglect, financial exploitation, or self-neglect with law enforcement and fire protection agencies under written agreements.

Allows coroners and medical examiners to receive lists of at-risk eligible adults and immediately obtain all records when death may result from abuse or neglect.

Takes effect upon becoming law.
