Amends Section 8B-104 of the Illinois Human Rights Act to increase civil penalties for civil rights violations.

First-time violators face penalties up to $16,000 (increased from $10,000).

Violators with one prior civil rights violation within 5 years face penalties up to $42,500 (increased from $25,000).

Violators with two or more prior civil rights violations within 7 years face penalties up to $70,000 (increased from $50,000).

Removes time limitations on penalty increases when the same individual commits repeated violations under Article 3 of the Act.
