Amends Section 21-135 of the Property Tax Code to allow notices of application for judgment and sale to be sent by first class mail instead of requiring registered or certified mail.

Requires county collectors to provide proof of mailing in the form of a certificate or affidavit from the employee who mailed the document, including the time and place of mailing, complete address on the envelope or package, and confirmation that proper postage was prepaid.

Maintains existing requirement that notices be sent at least 15 days before the application for judgment and sale to the property owner and relevant parties.

Preserves the $10 fee collected from sale proceeds to cover mailing and advertisement costs, with language updated to reflect the change from registered or certified mail to first class mail.

Takes effect January 1, 2017.
