IL HB4570

Establishes the Teen Responsibility, Education, Achievement, Caring, and Hope (Teen REACH) Grant Program within the Department of Human Services to support after-school opportunities for youth ages 6-17.

Awards competitive grants to community-based agencies, subject to appropriation, to improve youth success, provide positive choices, reduce at-risk behaviors, and develop career goals.

Requires grantees to implement activities addressing 6 core services: educational performance improvement, life skills education, parental education, recreation/sports/cultural/artistic activities, positive adult mentors, and service learning opportunities.

Mandates grantees comply with program, data, and expense reporting policies and procedures developed by the Department in consultation with the Governor's Office of Management and Budget.

Authorizes the Department to adopt rules necessary to implement the program.
