Agencies and courts must provide adoptive parents with non-identifying information about biological parents, medical histories, and adoption circumstances by the date of placement with adoptive parents.

Added requirement to disclose birth parents' stated reasons for adoption placement, how adoptive parents were selected, and whether birth parents requested or agreed to post-adoption contact and its frequency/type.

Adoptees age 18 and older may request the non-identifying information listed in the act at any time.

Illinois Adoption Registry must release adoption date, finalization county, and state/country of adoption finalization to authorized registrants and confidential intermediaries under specified conditions.

All agencies and governmental bodies must retain adoption files until the adoptee reaches age 99.
