Amends the Counties Code to clarify that county board votes on ordinances, resolutions, and motions are determined by a majority of members present.

Allows county boards in counties with at-large elected chairmen to use an "omnibus vote" or "consent agenda" procedure to vote on multiple items in a single group vote with unanimous consent.

Omnibus votes must be entered in meeting minutes as "omnibus vote" or "consent agenda" rather than recording individual member votes on each item.

Permits any county board member to request that votes on ordinances, resolutions, or motions be recorded individually by yeas and nays in the minutes.

Changes Public Defender reporting requirements in counties under 1,000,000 population to allow either quarterly or monthly reports as determined by the County Board instead of only monthly reports.
