Changes the "Public Hunting Grounds for Pheasants" fee to "Public Hunting Grounds for Game Birds" to expand coverage beyond pheasants.

Authorizes daily usage stamps for waterfowl hunting at fees not to exceed $10 for duck areas and $15 for Canada goose areas.

Sets daily game bird hunting fees not to exceed $25 ($35 for non-residents) in 2008, increasing by $5 every third year until reaching a maximum of $50 ($60 for non-residents).

Permits hunters to harvest hand-reared pheasants, bobwhite quail, chukar partridge, and gray partridge on public hunting grounds during a season set between September 1st and March 31st.

Requires the Department to establish administrative rules governing the operation of Public Hunting Areas on state-owned or leased lands and waters.
