Mandates pre-hearing disclosure of evidence and witness lists at least 3 calendar days before hearings, with undisclosed materials barred unless the other party consents.

Extends decision timelines from 15 to 30 calendar days for smaller districts and 45 calendar days for larger districts (populations of 500,000 or more) to allow for thorough review.
