• Amends the Illinois Administrative Procedure Act Section 5-40 to require agencies to post proposed rulemaking information on their Internet website when holding a public hearing.

• If an agency decides to hold a public hearing on proposed rulemaking, it must post the text of the proposed rule, statutory citations, subject descriptions, study/research information, regulatory flexibility analysis, and public comment procedures on its website.

• If an agency decides not to initiate a public hearing, it must post the requirements for requesting a public hearing along with all proposed rulemaking information on its website.

• Applies to agencies conducting general rulemaking that requires at least 45 days' public notice under existing Illinois Administrative Procedure Act requirements.
