Capital Development Board may annually conduct energy efficiency audits of State-owned real property identified as least energy efficient and rank all State-owned properties by energy efficiency.

Capital Development Board may encourage energy efficiency audits of State-owned real properties based on their energy efficiency rankings.

State agencies may elect to conduct energy efficiency audits of their own State-owned properties regardless of ranking, with Board assistance available.

State agencies that realize energy cost savings from efficiency improvements may retain savings up to the cost of the audit plus an additional 10% of audit costs.

Energy efficiency audits must study equipment efficiency, heating/ventilation/air conditioning use, lighting use, maintenance procedures, and alternate energy sources, and must include conservation recommendations, implementation timelines, and projected capital improvement costs.
