Amends Section 8-207 of the Public Utilities Act to require natural gas utilities to reconnect disconnected customers within 3 calendar days if the customer remedies the reason for disconnection and is not required to provide new applicant information.

Applies to former residential customers whose gas service was used for primary space heating and was disconnected for nonpayment between December 1 and April 1.

Reconnection eligibility is limited to 2 consecutive years, requires customers to have paid at least 33⅓% of amounts billed since December 1 of the prior year, and excludes cases involving meter tampering or equipment theft.

Requires utilities to establish written deferred payment agreements considering factors such as amount past due, customer's ability to pay, payment history, and reasons for accumulated debt.

Takes effect immediately upon becoming law.
