• Modifies foster home definition to allow up to 4 animals or 2 litters including nursing animals at any given time.

• Changes animal shelter adoption disclosures to remove requirement for written posting on cage and eliminates need to provide disclosure prior to adoption; adds requirement to disclose reason animal was at shelter and any known human bites.

• Allows animal shelters to return animals not claimed after 2 identification attempts; exempts feral cats from boarding fee requirements when redeemed.

• Modifies Animal Control Act to exempt registration fee (not all requirements) for feral cats and expands county animal population control fund uses beyond spaying/neutering to other allowable purposes.

• Allows search and rescue dogs vaccinated against rabies to continue duties under handler/owner supervision after biting a person, similar to existing police dog exception; requires microchipping of animals after bite observation period.
