Amends the Illinois Administrative Procedure Act to add subsection (v) allowing the Department of Healthcare and Family Services to adopt emergency rules without the 24-month limitation to implement provisions of this amendatory act.

Creates and modifies the Healthcare Provider Relief Fund in the State Finance Act to receive short-term borrowing proceeds, federal matching funds, and other moneys for payment of medical bills and related expenses under Medicaid and related programs.

Adds new Section 12-4.105 to the Illinois Public Aid Code requiring the Department of Healthcare and Family Services to pay the human poison control center not less than $3,000,000 for State fiscal years 2017 and 2018 from funds transferred from the Hospital Provider Fund.

Modifies hospital assessment provisions in the Illinois Public Aid Code to add an "ACA Assessment Adjustment" effective July 1, 2016 through June 2018 that increases assessments on inpatient and outpatient services by a uniform percentage based on Affordable Care Act adult payment amounts.

Amends the Lead Poisoning Prevention Act to shorten the funding period for DuPage County hospital payments to the human poison control center from ending June 30, 2018 to ending June 30, 2015.
