Amends the Illinois Health Facilities Planning Act to require health care facilities to notify local media routinely contacted about facility events when closing a facility.

Requires legal notices for facility closures to be published on 3 consecutive days in newspapers of general circulation and limited circulation (if available in Metropolitan Statistical Areas).

Mandates that public hearings for facility closures or ownership changes be held in the affected area or community at a reasonably sized and accessible location.

Streamlines the exemption process for ownership changes among related persons (common control before and after transaction) to be decided by Board Chair within 45 days of a complete application.

Prohibits the Board from imposing conditions on ownership change exemptions beyond those specified in the statute, including restrictions on future ownership transfers or mandatory service continuations.
