Amends the Illinois Lottery Law to extend the discontinuation date of the Quality of Life scratch-off game from December 31, 2017 to December 31, 2025.

Net revenue from the Quality of Life game is deposited into the Quality of Life Endowment Fund for appropriation to the Department of Public Health for HIV/AIDS prevention education and grants to organizations serving high-risk populations.

Grants are distributed by organizational budget size: organizations with budgets of $300,000 or less receive 50% of annual funds, those with budgets of $300,001 to $700,000 receive 25%, and those with budgets over $700,001 receive 25%.

Grant funds cannot be used for institutional, organizational, community-based overhead, indirect costs, or levies, and are intended to augment rather than replace existing state HIV/AIDS funding.

The bill takes effect immediately upon becoming law.
