IL HB5005

Creates an animal abuse registry maintained by the Department of Agriculture for individuals 18 years or older convicted of animal cruelty, aggravated cruelty, or animal torture under Sections 3.01, 3.02, or 3.03 of the Humane Care for Animals Act.

Requires convicted individuals to register with the Department within 30 calendar days of conviction and provide their name, date of birth, address, and offense; courts must notify the Department of convictions.

Prohibits registered individuals from owning companion animals or working at animal shelters, pounds, pet shops, zoos, or other businesses where companion animals are present.

Requires annual registration renewal until a court order removes the requirement, which can only be issued after the registrant demonstrates through psychiatric or psychological testing clear and convincing evidence of sound mental capacity to own and care for animals humanely.

Establishes the Animal Abuse Registry Fund as a special state fund, requiring registrants to pay a mandatory annual $50 fee to support the registry's establishment and maintenance; failure to register is a Class B misdemeanor for the first offense and a Class 4 felony for subsequent violations.
