Amends the Humane Care for Animals Act to prohibit owners of dogs and cats from exposing them to extreme heat or cold conditions that result in injury, death, hypothermia, hyperthermia, frostbite, or similar veterinary-diagnosed conditions.

Establishes that emergency impounding of animals under existing law is not prohibited by the new exposure restrictions.

First conviction for animal cruelty is a Class A misdemeanor; second or subsequent convictions are Class 4 felonies.

Requires a minimum $250 fine and 100 hours of community service for violating animal cruelty laws against a companion animal in the presence of a child.

Allows courts to order convicted persons to undergo psychological or psychiatric evaluation and treatment at their own expense; requires such evaluation and treatment for juveniles and companion animal hoarders.
