• Requires regional superintendent of schools master's degree to be specifically in education rather than any field.

• Removes licensure requirement if the regional superintendent will have a qualified assistant regional superintendent on staff who meets Section 3-15.10 requirements.

• Expands teaching experience requirement to include any grade level from kindergarten through university undergraduate level, rather than limiting to specific grades.

• Adds new requirement that candidates must have been employed with the regional office of education they seek to serve for a minimum of 5 years in an administrative capacity.

• Protects incumbent regional superintendents' right to serve the remainder of their current term under the new qualification standards.
